[Source: Council for Exceptional Children], On December 9, the House and Senate introduced historic legislation, the Preventing Harmful Restraint and Seclusion in Schools Act (H.R. 4247 S. 2860). This legislation would establish minimum safety standards in schools to prevent and reduce inappropriate restraint and seclusion. It would also encourage states to provide support and training to better protect students and staff and prevent the need for emergency behavioral interventions.
